Liberty & Co. works with government to manage historic places of all kinds including buildings, structures and landscapes. Liberty Brears has very strong experience in heritage policy analysis and the design and implementation of heritage planning policies and programs for all levels of government. Liberty & Co. can put a team together or work with an existing team to lead a project from scoping through to completion.

Policies for listing Historic Places

  • Manages policy projects and develops policies to guide local government lists for historic places. 
  • Provides recommendations to establish a legal heritage planning framework for the use of inventories or registers. 
  • Researches and analyzes current approaches to assess the significance of historic places.
  • Equips local governments with the tools needed to evaluate listed places, including the development of criteria for determining Heritage Value and a strategies for prioritizing additions to a list.

Protecting Historic Places

  • Advises local governments on projects to legally protect heritage buildings, structures and landscapes through the enactment of Municipal Heritage Property bylaws. 
  • Prepares Statements of Significance for submission to a local government when applying for Heritage Property designation.
  • Updates records according to Documentation Standards for the Canadian Register of Historic Places.

Planning for Conservation 

  • Manages the process of applying for Heritage Alteration Permit applications for projects to rehabilitate and conserve protected heritage properties.
  • Delivers Conservation Plans for submission to a local government when required as part of an application for a Heritage Alteration Permit.  
  • Prepares Conservation Plans according to the Standards and Guidelines for the Conservation of Historic Places in Canada.


Policies for Supporting Conservation

  • Develops financial incentive policies to guide programs that support heritage building rehabilitation. 
  • Collaborates with a team of experts to research market conditions for heritage building rehabilitation in a local area.
  • Develops and implements communication strategies and consultation plans to inform policy development.   
  • Researches and analyzes data, trends, and situations to develop solid policy recommendations for incentives in support of building rehabilitation. 

Increasing Awareness

  • Produces communication strategies to promote programs, raise awareness of historic places, and improve access to information about building material conservation. 
  • Writes educational guides, hosts hands-on workshops for building owners, and leads walking tours.
 


Recognizing Community Leaders

  • Organizes award programs including the call for nomination process, expert panel review and recommendation of award-winning projects.
